This regulation may be called "Special incentive to ST(P) Meritorious Students" and will extend to the whole of Assam to the eligible ST(P) students defined in the regulation of the Special incentive to ST(P) Meritorious Students.
i) Chairman means the Hon’ble Minister, Tribal Affairs (Plain) Deptt., Assam.
ii) ‘Students’ means a person who has passed Matriculation (SEBA or CBSE Class X Board) or 10+2 examinations or Graduation or Post Graduation.
iii) ‘Meritorious’ means a person who has secured 80% or above in Matriculation or 75% or above in 10+2 examinations or 70% or above in Graduation or 65% or above in Post-graduation.
To provide financial grants to meritorious ST(P) students who has secured 80% or above in Matriculation or 75% or above in 10+2 examinations or 70% or above in Graduation or 65% or above in Post-graduation or equivalent grades.
Subject to the approval of the Selection Committee, a student will be eligible to apply in the prescribed format for financial assistance under the scheme if he/she fulfills the following-
i. He/She must belong to a ST(P) community of Assam.
ii. He/She must have secured 80% or above in Matriculation or 75% or above in 10+2 examinations or 70% or above in Graduation or 65% or above in Post-graduation.
iii. There will not be any income bracket for availing this benefit.
iv. This incentive shall be awarded only to the meritorious students who have secured the prescribed percentage of marks or grades in the concern academic years.No claim would be considered who have qualified the examination prior to 1st January of concern academic years.
v. Nobody shall have any right to claim the benefit only on the basis of fulfillment of marks criteria. The benefit shall be given to candidates on first come first serve basis and on the basis of target and availability of fund.
The Director, Tribal Affairs (Plain), Assam will advertise in widely circulated print media as well as electronic media about the scheme calling for applications. Applicants will apply in proper format prescribed for the same from along with all relevant documents to the Director, Tribal Affairs (Plain), Assam.
All the applications received by the Director, Tribal Affairs (Plain), Assam will be placed before the Selection Committee which will scrutinize the same and approve the list of beneficiaries under the scheme.
In case of receipt of applications in excess of the targeted numbers, beneficiaries will be approved on the basis of Merit list generated based on percentage acquired in Matriculation. The Committee shall have the power to lower the cut off marks or percentage for any examination in case of insufficient applications from the students.
Grant of financial assistance under this scheme to any ST(P) students is not a matter of right. Assistance would be extended depending on the applicant satisfying the eligibility and also keeping in view the financial allocation available for the purpose. The Selection Committee reserves the right to reject any application without assigning any reason thereof if the application is not found satisfactory.
A fixed amount of Rs. 10,000/- for Matriculates, Rs. 15,000/- for students passing 10+2, Rs. 20,000/- for Degree students and Rs. 25,000/- for PG students will be provided under this grant to the beneficiaries approved by the Selection Committee.
The Selection Committee will comprise of the following members:
i) Caste Certificate.
ii) Marks sheet of Matric/10+2 examinations/Graduation/Post Matricuclation/Grade Certificate*.
iii) One Passport Photo.
iv) Aadhaar Card.
* NB: Grade of CBSE X or any other examination shall be converted to percentage and accordingly beneficiary will be selected.
