Formation of Various Council of Directorate

The Directorate of Welfare of Plain Tribes & Backward Classes, Assam was created in 1976 with the aim of administering and implementing various schemes for the development of people belonging to Plain Tribes and Backward Classes of Assam in various sectors viz. education, infrastructure, income generation, etc. The Directorate facilitates as a mediator of the requirements of the people belonging to the backward sector to the Govt. and simultaneously delivers/implements any such grants sanctioned by the Govt. with the help of its various sub-ordinate offices, Councils, agencies, etc.

The Directorate functions with the help of its sub-ordinate office establishments in the plain districts of Assam. The sub-ordinate offices consists of 22 Nos. of Integrated Tribal Development Project Office headed by Project Directors and 50 Nos. of Sub-Divisional Welfare Offices headed by Sub-Divisional Welfare Officers.

With the objective of ensuring proper planning, implementation and monitoring of TSP schemes in the State and District level, the following committees are constituted by the State Govt.

  • State Advisory Council for ST/OBC with Hon’ble Minister of WPT & BC Deptt. as the Chairman. All Tribal/OBC MPs, MLAs, Chairman of Tribal Sangha and Secretaries of WPT & BC Deptt. are members of State Advisory Council. The SAC meets atleast twice in a year to review and monitor implementation of TSP schemes.
  • Project implementation Committee for each of 22 ITDPs constituted by the Govt. with ST representative so as to ensure proper planning, implementation and monitoring of schemes under TSP in District level.
  • Sub-Divisional ST/OBC Dev. Board for each of Tribal/OBC dominated Civil Sub Divisions are constituted by the Govt. with ST/OBC representatives so as to ensure proper planning, implementation and monitoring of schemes under dispersed tribal areas at Sub Divisional level.
